Human Resource & Development (HRD) Committee
Mandate
The Human Resource and Development Committee is established by the University Council to oversee all matters relating to human capital management, staff development, and organizational capacity building at Taita Taveta University. The committee ensures that the university attracts, retains, and develops talented staff who contribute to the institution's mission of academic excellence and innovation.
Key Responsibilities:
- Review and recommend human resource policies and procedures to the Council for approval
- Oversee staff recruitment, selection, and appointment processes
- Monitor staff development and training programmes
- Review staff performance management systems and recommend improvements
- Advise on staff welfare, remuneration, and benefits matters
- Ensure compliance with labour laws, employment regulations, and best practices
- Oversee succession planning and talent management initiatives
- Review staff establishment and organizational structure
Council Members
Committee Chair
Independent Council Member with over 20 years of senior management experience at Kenya Revenue Authority. Expertise in strategic management, finance, and international trade negotiations. Holds MBA in International Business Administration from USIU.
Committee Members
Alternate Member to the PS, Higher Education and Research. Director of Education with over 31 years of experience in the education sector. PhD in Education Administration and Management.
Independent Council Member. Research Scientist with MSc in Mycology and BSc in Microbiology, currently pursuing PhD in Plant Pathology. Also holds Bachelor of Laws (LLB).

Meetings
Meeting Frequency
The committee meets quarterly or more frequently as needed to address urgent human resource matters. Special meetings may be convened by the Chair as circumstances require.
Reporting
The committee reports to the University Council after each meeting and submits an annual report on human resource matters, including recommendations for policy improvements.
